Some countries are restricted from accessing certain betting exchanges due to local legislation.
However it is also possible that your security settings on your account also need attention. It is possible on Betfair to use the my account / security settings area to restrict countries that you log in from.
Check this area on your account to make sure you are not accidentally restricting your access.
